D.C., for construction of a storm-surge barrier at the Rigolets, wants
the parish to secede from the regional flood-protection authority that
has championed the project.

I would offer the modern "Tea Party" as a metaphor for this entropy. The original tea partiers operated in sympathy with the rhetorical pronouncement that "we all hang together, or we will surely all hang separately."
