With a tropical system that is expected to bring heavy rains to south Louisiana hovering in the Gulf of Mexico, state and local officials began Monday to prepare for a foot of water or more in some areas.So if you are inclined to think of this as a "dry run" that's probably not the phrase you are looking for. Apart from the rain, there are also tides to worry about. Even the modest storms push enough surge to cause serious coastal flooding nowadays. We all know the reasons for that.
