"letting the residents decide" means, we'll allow you to come back, but we won't support you, won't do anything to encourage services and investment in the area, and then after a year of neglecting you, come back and force you out on the grounds that your neighborhood didn't fully recover. It's like Tom Benson aruguing that he is justified in leaving New Orleans based on the Baton Rouge attendance numbers.
