The billing system "was not sufficiently tested prior to implementation," the letter states, "and does not fully interface with the (current finance accounting system) causing delays and errors in reconciling the billing system to the (utility's) General Ledger on a daily and monthly basis."Except for some people it ended up billing at like 200% capacity which was also a problem. Anyway they're asking to have their audit delayed. At least until the back end of hurricane season.

The money pumps are broken
What this says, in so many words, is that S&WB's billing system was working at one hundred percent of like forty percent of actual capacity.
