Gentrification is a policy choice

The city of New Orleans has an affordable housing problem.  39 percent of children in New Orleans live in poverty and the rent continues to get too damn higher.

Meanwhile, the city has access to a considerable of vacant tax adjudicated housing stock.  You could do a lot of things with those circumstances.  The city has chosen to "put the properties back into commerce" by allowing speculators to try and flip them, though.

Eventually the poverty rate will have to go down because nobody will actually live here. Problem solved, right?
