Contrary to what Murray says here, I think a Murray-Landrieu runoff would be the least "racially divisive" of all possible combinations of one black and one white candidate (which is what we're likely to get regardless). I believe the part about not wanting to spend the money but wonder if there isn't something else going on at the same time.
