Newell is talking about the Jefferson Parish Sheriff's Office.. just so we're clear on that.

“I like turning the wrenches, tweaking the operations,” he said. “I want this organization to be the most intellectual organization not only in the state but in the country.”

They've got a ways to go still but at least some progress has been made in that regard.
