Opening the city at this point is an
obvious safety hazzard. If the Mayor honestly cared about the city's poor and scores of renters afraid of losing their abandoned homes and posessions as much as he cares about the buisiness owners and landlords, he would not be jeopardizing the public's health for the purposes of this PR stunt.
